During public consultation, stakeholders urged a distinction between combustible cigarettes and non‑combustible nicotine products, and the Department of Health has endorsed treating them differently as a guiding principle. The committee acknowledged that not all tobacco and nicotine products carry equal risk, indicating that future amendments may address these concerns.
