Effective July 1, a new Virginia law requires retail stores selling liquid vape and tobacco products to obtain specific permits. These permits, which require a $400 application fee, will fund enforcement positions within the Virginia ABC. The legislation aims to improve public health by cracking down on sales to individuals under 21 and ensuring that only products listed in the official Liquid Nicotine and Vapor Product Certification Directory are available for sale.

To ensure compliance, the law mandates unannounced buyer operations at least once every 24 months. Furthermore, the Office of the Attorney General maintains a directory of certified manufacturers and products. Violations regarding the sale of unlisted products carry heavy fines, ranging from $5,000 for a first offense to $15,000 for a third offense per product. Attorney General Jay Jones has emphasized that his office is prepared to hold violators accountable to protect public health.
