According to FOI data from Northerner, Bolton Metropolitan Borough Council recorded the highest volume of seizures, while Swansea Council reported the highest estimated value at £470,000.

Northerner's Marina Murphy noted that restrictions alone are insufficient without stronger enforcement to prevent supply from shifting to illegal channels. She suggested enhanced background checks for nicotine retailers, similar to the Dutch Bibob model.

As UK vape regulation moves from policy development into active enforcement, local authorities face challenges in tracing supply chains and monitoring online sales. The long-term impact of the ban will depend on the effectiveness of coordinated enforcement and the ability to reduce the availability of illicit products.
