Surveying 1,710 individuals across 100 vape shops, the research found that 60% of former smokers used vaping to reduce cigarette consumption, while 13% quit smoking entirely within six months. This transition occurred without medical supervision or formal cessation programs.

The study highlights a critical gap between individual behavior and public health perception. While many users are successfully using vaping for harm reduction, there is a lack of clear institutional guidance, leading to a vacuum of information regarding relative risks. This lack of communication leaves users to navigate risks without official support.

Dr. Ziauddin Islam argues that instead of prohibition, policymakers should engage with this evolving landscape through proportionate regulation. Given that tobacco causes over 163,500 deaths annually in Pakistan, the author emphasizes the need for proactive policy that meets people where they are to guide them safely toward harm reduction.
