The Estonian Ministry of Justice and Ministry of Social Affairs have drafted a plan to tighten nicotine regulations, including limiting nicotine concentrations in pouches and sprays to 4 mg/g. The goal is to reduce youth consumption, noting that nicotine use among children has dropped to ages as young as 11.

However, the proposal faces significant opposition. The Prosecutor's Office and Interior Ministry warn that stricter rules could fuel a black market, as detecting illegal reselling via parcel lockers or foreign online shops is difficult. There is also concern that restricted products might be bypassed through legal loopholes, such as flavorings not classified as e-liquids.

While the Ministry of Social Affairs argues that research does not support the idea that nicotine restrictions lead to other substance abuse, they acknowledge that the black market requires constant vigilance. The new rules, which could affect nearly one-fifth of current products, are intended to take effect in 2028.
