Tan, who served as an area distributor, pleaded guilty to being a member of an organized crime group and possessing 31 vaporisers for sale. The group operated from mid-2022 until October 2025, managing daily deliveries of up to 210 orders. The syndicate used encrypted messaging platforms like WhatsApp and Telegram to maintain anonymity while coordinating logistics and finances.

Authorities seized the vast quantities of products during raids in October 2025. Prosecutors emphasized the public health risks associated with vaporisers, including nicotine poisoning and cardiovascular issues, and urged a deterrent sentence for Tan to discourage others from entering the illegal trade.
