From April 1 to June 30, 245 students were referred to the Health Sciences Authority (HSA) by schools and institutes of higher learning for vaping. During the same period, over 480 young people received smoking and vaping cessation counseling. The Ministry of Health (MOH) and HSA also announced the cessation of the QuitVape program for etomidate abuse on September 1 due to moderated take-up. In the second quarter of 2026, 2,428 people were caught for vaping, with 81% being regular offenders. Enforcement at checkpoints and online platforms led to the seizure of over 3,900 vaporizers and the prosecution of nine individuals for importing or supplying etomidate vaporizer pods. Rehabilitation programs saw 264 offenders placed, with 245 completing the program successfully. Since stricter measures began in September 2025, 288 individuals defaulted on rehabilitation programs, with 41 charged and 152 under court proceedings. The QuitVape program, which allowed voluntary help without penalties, will cease on September 1, with future support available through the Institute of Mental Health on a chargeable basis.
