Researchers warn New Zealand should delay legalising nicotine pouches until evidence confirms safety and cessation effectiveness.

A study by University of Otago researchers, including Professor Janet Hoek, Amelia Fitton and Jade Fisher, examined 16‑25‑year‑olds’ awareness and use of oral nicotine pouches. They found that social‑media marketing portrays the products as modern, discreet and low‑risk, while packaging and claims such as “tobacco‑free” may mislead consumers. The researchers warn that the lack of evidence on safety and cessation efficacy, coupled with the potential for unnoticed use in schools and workplaces, could renormalise nicotine use among youth. They recommend delaying legalisation until independent studies confirm safety and effectiveness, and, if introduced, implementing strict regulation, age checks, clear health warnings, and restrictions on youth‑appealing flavours and packaging. They also call for improved evidence‑based vaping cessation services for young people.
