Dutch government prepares vape tax as EU-wide measure remains pending
Summary
State Secretary of Finance Eelco Eerenburg has drafted legislation to introduce a national excise tax on vapes, without waiting for a pending EU-wide decision. The tax level is undetermined but aims to make vaping roughly as expensive as smoking tobacco, primarily to discourage young people from starting. Eerenburg acknowledged that vapes can be bought online and across borders, making the Dutch tax easy to avoid, and said the Netherlands would withdraw the proposal if an EU-wide approach is adopted. The government intends to introduce the tax from January 1, 2029, with the bill expected to be submitted to the Tweede Kamer in early 2027 as a separate bill, not as part of the 2027 Tax Plan.
