New vape tax to hit 5.1 million users from Autumn
Summary
The UK government is introducing a new Vaping Products Duty (VPD) of £2.20 per 10ml of vaping liquid, set to launch this autumn. Including VAT, this will increase the cost of a 10ml bottle by £2.64, potentially raising prices by 267% for the most affordable products. Industry leaders, such as John Dunne of the UK Vaping Industry Association (UKVIA), criticize the policy as a revenue-raising measure that unfairly penalizes former smokers who have switched to vaping, with approximately 3 million adults having quit tobacco through vaping. HMRC defends the duty, stating it aims to reduce vaping uptake, particularly among non-smokers and young people, while still incentivizing smokers to switch. The government projects the measure will generate £135 million in 2026–27, increasing to £565 million by 2030–31. A Vaping Duty Stamp (VDS) will also be required on all products from April 2027 to combat illegal trading.
