Vaping’s grip tightens across the Pacific
Summary
Vaping is becoming a significant public health concern across the Pacific, with a growing black market and increasing rates of nicotine addiction, particularly among young people. The World Health Organisation (WHO) is urgently addressing this “new wave” of addiction, noting deceptive marketing tactics targeting youth. Several Pacific Island nations have responded with outright bans: Palau in 2023 and Papua New Guinea in May 2025 prohibited the import, sale, and use of e-cigarettes. The Cook Islands allow limited personal use for travelers, while Solomon Islands is strengthening its Tobacco Act to include vaping. Fiji currently permits vaping but is increasing regulation and investigating illegal importations, with the Fiji Revenue and Customs Service (FRCS) cracking down on undeclared and improperly permitted vape products.
