Shanghai released its 2025 White Paper on Smoking Control in Public Places on March 5th, reporting a 12.6% smoking incidence in designated smoke-free venues, a 0.4 percentage point decrease from 2024. The paper also indicates that 98.2% of Shanghai residents support a complete ban on indoor smoking. Shanghai’s adult smoking rate reached 18.6% in 2024, the lowest provincial level rate in mainland China, achieving national and WHO targets ahead of schedule. Awareness of the harms of smoking increased significantly, rising 21.26 percentage points to 87.16%. The city is also piloting outdoor secondhand smoke control at popular landmarks and has seen initiatives from theme parks like LEGOLAND, which implemented a comprehensive smoking ban.
