HSA’s 3-week dash to design system tracking thousands of vape cases, from fines to rehab progress

The Health Sciences Authority (HSA) in Singapore quickly developed the Vaping Information System (VIS) in just three weeks to address a surge in vaping offenses, particularly those involving dangerous substances like etomidate. Prior to VIS, enforcement relied on manual processes and a simpler registry. VIS now manages over 5,500 cases, integrating enforcement, information sharing, and rehabilitation tracking. The system allows officers to quickly assess offenses, issue fines, or make arrests, and monitor offenders throughout their rehabilitation journey. Built by a small team utilizing existing GovTech Singapore products, VIS has significantly streamlined operations and enabled a more effective response to the growing vaping issue. With new anti-vaping laws coming into effect, the system will be updated to reflect changes in penalties and rehabilitation programs, and remain vigilant against emerging illicit substances in vapes.
