B.C. Targets Vaping Industry with New Public Health Cost Recovery Bill
Summary
On October 8, 2025, the British Columbia provincial government introduced new legislation aimed at holding vaping product manufacturers and wholesalers responsible for deceptive practices. This proposed bill, which sets a Canadian precedent, would allow for legal action to recover public health costs associated with misleading promotions. The legislation is modeled after B.C.'s existing cost recovery laws for tobacco and opioids, and similar legislation addressing PFAs ("forever chemicals") may follow. The Retail Council of Canada (RCC) is monitoring both legislative initiatives.
