Vietnam Decree 371: vaping and heated tobacco use fined up to $190

Vietnam’s Government Decree 371, effective December 31, 2025, imposes fines of VND 3–5 million (approximately $114–$190) on users of e-cigarettes and heated tobacco products, requiring them to destroy the products. Individuals allowing use on their premises face fines of VND 5–10 million ($190–$380), doubled for organizations. The decree defines e-cigarettes and heated tobacco products and comes after lawmakers agreed to ban their production, sale, import, and use to protect public health. Rising usage rates, particularly among adolescents – with a significant increase from 2.6% to 8.1% among 13-17 year olds between 2019 and 2023 – and 1,224 hospitalizations in 2023 contributed to the ban. Vietnam joins 43 other countries in prohibiting these products.
