The proposal aims to restrict sales to authorized channels and ban online sales, as well as sales in non-specialist shops. This action is driven by concerns over tax evasion and breaches of health and environmental regulations. A recent survey (ESTUDES 2025) indicates that nearly 50% of students aged 14-18 have tried e-cigarettes, the highest rate recorded. The motion also addresses environmental concerns related to the disposal of devices containing polluting materials, advocating for producer-funded waste collection and a “one-for-one” return model. Proposed sanctions include penalties for underage sales, tax evasion, and waste management breaches, alongside an assessment of expanding recycling programs.
