Proposed laws to regulate nicotine pouches for first time
Summary
The Irish government has approved amendments to the Public Health (Tobacco Products and Nicotine Inhaling Products) Bill to regulate nicotine pouches and future nicotine products. The proposed laws aim to prohibit sales to minors, restrict advertising and point-of-sale displays, limit flavors to tobacco, and restrict packaging. Health Minister Jennifer Carroll MacNeill stated the Bill will reduce the appeal, visibility, and accessibility of these products. Concerns have been raised by health advocates regarding the marketing of nicotine pouches, particularly to young people, with some products containing dangerously high levels of nicotine. The Irish Cancer Society highlighted the need for future-proofed legislation to address emerging nicotine products and prevent the tobacco industry from circumventing existing regulations, mirroring successful models in Denmark and the Netherlands. The legislation complements an ongoing ban on single-use vapes.
