4 Montgomery County smoke shops busted in undercover THC vape sales to minors
Summary
The Montgomery County Sheriff’s Office and the Montgomery County Narcotics Enforcement Team (MOCONET) conducted a targeted investigation following community complaints about Fun Kosh Smoke Store locations selling THC vape pens to minors. Undercover operations at the four locations – in New Caney and Conroe – confirmed the illegal sales. Search warrants were executed on December 11, 2025, resulting in the seizure of 143 THC vape pens. Store owner Emad Aldin Jaddou, along with clerks Izabeau Gonzales, Breanna Cullins, and Brenda Collins, were arrested and face charges related to selling illegal THC vape pens to minors. Texas law, effective September 1, 2025, prohibits the sale of e-cigarette products containing cannabinoids to anyone, regardless of age.
